Course window for each level: A course counts only if it was completed after the previous level's promotion date and on or before December 31, 2024 or that level's own eligibility date, whichever is later. A course completed after that cut-off pushes the promotion forward to the course's completion date.
Service period calculation: Each next-level eligibility is counted from the ACTUAL promotion date of the previous level, not from the original service eligibility date. So a delayed Level 11 also delays Level 12 and Level 13A. LWP / non-qualifying leave extends the relevant service period by the corresponding number of days.
Qualification rules applied
- Ph.D. completed within 4 years of joining moves the candidate to the Ph.D. track (5 + 4 + 3).
- Ph.D. completed after 4 years does not change the Level 11 / Level 12 timing — it only unlocks Level 13A, 3 years after Level 12.
- M.Phil. counts only if held at the time of joining. An M.Phil. earned during service gives no reduction in service period.
- Ph.D. is mandatory for Level 13A on every track.
Basic Information
Within 4 years of joining moves you to the Ph.D. track; after 4 years it only unlocks Level 13A.
LWP / Non-Qualifying Leave Periods
Effect on CAS: Add every Leave Without Pay (LWP) / non-qualifying service period. The calculator extends the promotion stage in which the LWP falls. Multiple periods are supported, and overlapping periods are merged so the same day is not counted twice.
No LWP period added. If you had no LWP, leave this section empty.
Each LWP period is counted inclusively from the From date through the To date.
Level 10 to Level 11
Requirements: Orientation Programme + (one Refresher Course OR two alternative courses)
Additional Level 10 Courses:
Level 11 to Level 12
Requirements: Two additional courses (2-week courses count as 1, two 1-week courses count as 1)
Level 12 to Level 13A
Requirements: One additional course (2-week courses count as 1, two 1-week courses count as 1) + Ph.D. mandatory

Note: LWP / non-qualifying leave extends the qualifying-service stage in which it falls; multiple overlapping LWP entries are merged to prevent double counting. The salary table starts on the actual Level 11 promotion date. The Level 11 entry cell is derived — five years of fixed pay carry no increment, so the regular scale starts at Level 10 cell 1 on the full-pay date (joining + 5 years), Level 10 earns annual increments until the actual Level 11 promotion, and FR 22 fixation is then applied on that pay. A promotion falling mid-month is split day-exact between the two levels. LWP also affects pay: it delays entry into the regular scale, postpones every annual increment falling due in an LWP-affected earning period to the next 1 January / 1 July, and no pay is drawn for LWP days, so those months are shown pro-rated with the paid days.
